FAQ: Leisure operator change 2023
What process did we follow to find the right leisure operator?
We went through a robust and competitive procurement process, where all bidders had to prove financial stability, demonstrate a successful track record of operating facilities on behalf of local authorities, comply with legislation and statutory requirements, and meet the high standards and priorities to manage our facilities. The selection of the preferred bidder was based on a detailed Most Economically Advantageous Tender (MEAT) evaluation framework.
Who won the procurement?
Everyone Active won the tender for the new leisure management contract. This will start on 1 April 2023. This is a 10-year contract to ensure that our leisure provider will provide the service required for our residents. There is a provision for a 5-year extension at our discretion. A decision on whether to trigger the extension will only be taken towards the end of the contract term.
When will the contract be awarded?
We awarded the contract on 6 February 2023 and the contract start date is 1 April 2023.
Is there a risk that facilities will close or change, or services will be reduced?
No. Any changes would have to be agreed by us. The delivery of services is governed by a robust contract and specification which sets out our requirements and expected performance standards.
What facilities will the leisure management contract include?
The contract covers:
- Flitwick Leisure Centre
- Saxon Pool and Leisure Centre (Biggleswade)
- Houghton Regis Leisure Centre
- Sandy Sports Centre and Jenkins Pavilion
- The Dunstable Centre
- Tiddenfoot Leisure Centre (Leighton Buzzard)
- Grove Theatre (Dunstable)
- Leighton Buzzard Library Theatre
The contract has also been structured to include the new facilities at Leighton-Linslade and Kingsland when they open.
Why is the Leighton Buzzard Library Theatre included?
We've decided to include Leighton Buzzard Library Theatre in the leisure management contract. This means we will have one expert service provider running this theatre and the Grove Theatre. It will also mean the facility engages with the wider community through its links with the Grove Theatre and gives Central Bedfordshire a wider cultural offer.
Will fitness membership continue?
Yes. Your membership will continue regardless of who is operating the facilities.
Will children's swimming lessons continue?
Yes. All swimming lessons will continue.
Will booked courses continue?
Yes. All courses will continue.
Will booked and paid-for shows be cancelled?
No. All shows will continue as per the theatre programme, so your tickets are safe and still valid.
Will regular affiliated club bookings be cancelled or changed?
No. All affiliated club bookings are protected and will not change.
Will employees lose their jobs if a new operator is appointed?
No. All permanent staff will be transferred over to the new operator under the same terms and conditions as required by employment law (TUPE) Transfer of Undertakings (Protection of Employment).
