Parking permits - residential, visitors and market traders

Residents' parking zones

Residents parking zones are designed to help ensure street parking is available for residents close to their homes. You can see which streets are covered by parking zones below.

A permit will let you park where you see residents' parking signs. If there are no free parking spaces, it does not allow you to park on a double or single yellow line.

If you live in a residents parking zone and have a car or van with a height of no more than 2.28 meters, you will normally be able to get a resident's permit.

Permits are virtual. You no longer need to display a paper permit in your vehicle and you can apply online at the Permit Smarti website (link opens in new window).

Frequently raised issues and questions regarding residents parking zones

Resident parking zones are not enforced regularly enough

All resident parking zones areas are enforced regularly throughout the week.

Why is the increase so large and what costs are the increased charges covering?

There is a cost of implementing and maintaining the zones and these costs need to be reflected in the cost of the permits.

Costs include legal fees to implement schemes, provision and maintenance of lines and signage in zones, permit administration including software, and zone enforcement.

We understand the concerns about the size of the increase, but the costs of resident parking zone schemes has increased year on year but permit charges have remained unchanged.

The £30 for a first permit is the equivalent of 58p per week which we believe remains good value and is in line with our neighbouring local authorities. Luton Borough Council currently charges £71 for a first permit and Bedford Borough Council charges £29.20.

There aren’t enough spaces for residents to park in and non-residents park in the spaces

Increasing car ownership has led to an increase in demand for parking in many residential where there is insufficient or no off-street parking to meet residents demand for on-street parking.

We use resident parking zones across Central Bedfordshire to support residents having access to on-street parking near to their homes, where possible, but it does not, and cannot, guarantee a parking space for residents outside or near their property because of the limitations on the parking space available.

Residents in a zone area are not obliged to purchase a zone permit.

The resident parking zone aims to ease pressure on parking spaces by placing restrictions on motorists who do not have an zone permit from parking in the zone during specific hours.

The restrictions should be changed or removed

Many of the resident parking zone schemes have been implemented at the request of residents, and residents can raise concerns and issues about schemes in their local area, including extending schemes.

Although you are increasing costs the holes in the roads are not being maintained

If residents are having issues with potholes in their local area they can report these online.
