Road adoptions and development related highway measures
The HDM Team is also responsible:
- for the adoption of new roads through Highways Act Section 38 agreements
- for approving the design and construction of new junctions and other development related highway improvements such as new crossings and traffic calming measures on the existing local road network through Section 278 Highways Act agreements.
For a road to be adopted it must meet specific standards of design and construction. Details of design standards are available in our Highway Construction Standards and Specifications Guide. Our Estate Road Specification provides details of construction standards for new roads. Guidance on Section 38 road adoption agreements is available below. Guidance on Section 278 highway improvement agreements is available below.
Where developers are required to provide traffic management measures such as traffic calming measures or pedestrian crossings on the local road network, the HDM Team will manage the process.
