Anti-social behaviour explained
We work in partnership with residents and local communities to provide a secure, clean and safe environment for you to live in. We take all reports received regarding anti-social behaviour (ASB) seriously and will work with all parties involved to address the problems.
The legal definition of anti-social behaviour, according to the Anti-Social Behaviour, Crime and Policing Act 2014, is:
- conduct that has caused or is likely to cause harassment, alarm, or distress to any person
- conduct capable of causing nuisance or annoyance to a person in relation to that person’s occupation of residential premises
- conduct capable of causing housing-related nuisance or annoyance to any person
Whilst some behaviours can be anti-social, they may not amount to the type of behaviour that we can act on. For example, young people socialising in the street may be causing concern, however it is not necessarily anti-social behaviour.
It's important to build and maintain relationships with those living near you. Your neighbour may be unaware they are causing you a problem. If the problem is not too serious then try and talk to the person. In most cases this will resolve the problem, and a compromise may be reached.
If you approach people calmly and discuss what is annoying you, they should be quite understanding. Usually this is much better than letting things build up when it could all have been sorted out easily.
Reporting anti-social behaviour
Council tenants
If you're our tenant and wish to report anti-social behaviour, please contact us on 0300 300 8046. You can also email your report to neighbourhoodhousing@centralbedfordshire.gov.uk, and we will contact you.
If the anti-social behaviour involves the use or threat of violence, or there is a significant risk of harm, we aim to contact you within 24 Hours. For all other reports, we aim to make contact with you within three working days.
If you contact us at the weekend, we will get back to you on the next available working day.
We will talk with you about how we will investigate the case and the evidence we will need. We will also talk about what we may be able to do to help resolve the situation.
It is often not possible for us to resolve neighbour disputes, particularly if the disagreement is about lifestyle, everyday living noise, boundary disputes or even pets.
Private resident/tenant

If you are a housing association tenant and are experiencing anti-social behaviour in your area, they may be able to help. Check with your landlord to find out more.
If the anti-social behaviour puts you, your family or property in immediate danger, you should always ring 999. If the anti-social behaviour incident is a police issue but not an emergency, call 101.
Case reviews
If you are personally suffering the effects of anti-social behaviour, it has been reported to us, the police or your landlord and you are not satisfied with the action that has been taken, you are entitled to have a review conducted.
