Article 4 directions

Areas where permitted development has been removed

In some areas, we have removed some permitted development rights by issuing what’s called an Article 4 Direction. This means you must submit a planning application for work that normally doesn’t need one. Article 4 Directions help protect areas of acknowledged importance from inappropriate changes.

The following locations have land covered by an Article 4 Direction

Land south west of Westfield Farm, Hitchin Road, Henlow Camp, Bedfordshire

This Article 4 Direction means that within the identified area, planning permission is required for the following works:

  • erecting, constructing, maintaining, improving, or altering a gate, fence, wall, or other means of enclosure
  • temporary land use for holding a market or motorcar and motorcycle racing (including trials of speed and practice for these activities)

Wrest Park Estate, Silsoe, Bedfordshire

Within the Wrest Park Estate, this Article 4 Direction means planning permission is required for the following:

Changing the use of 235 square metres or more of floorspace from Class B1 to Class B8.

Fairfield Parish

From 5 January 2021, dwellings in Fairfield must submit a planning application for the following works:

  • roof enlargements (e.g., dormer windows)
  • additional storeys on roofs of dwellings
  • erecting or constructing a porch outside any external door

Any planning application will be assessed against various criteria, including the Fairfield Neighbourhood Plan.

This Article 4 Direction does not apply to dwellings within the converted former hospital.

Toddington Conservation Area

Within the Toddington Conservation Area, planning permission is required for the following works:

  • householder extensions
  • front porches
  • outbuildings
  • hardstanding
  • fuel storage tanks for domestic central heating
  • walls and fences
  • dropped kerbs/vehicular accesses

Land at Lower Sundon

Within the identified area of Lower Sundon, planning permission is required for:

  • agricultural buildings

Husborne Crawley Conservation Area

Within the Husborne Crawley Conservation Area, planning permission is required for:

  • householder extensions
  • front porches
  • outbuildings
  • hardstanding
  • fuel storage tanks for domestic central heating
  • walls and fences
  • dropped kerbs/vehicular accesses
  • painting the exterior of a building

Land to the north, south and east of the Sandhouse Public House, Watling Street, Heath and Reach

Permission granted under Article 3 on this order shall not apply to development within Class IV(2) as described: the use of the land (other than a building or the curtilage of a building) for the purpose of the holding of markets on not more than fourteen days in total in any calendar year and the erection or placing of movable structures on the land for the purpose of that use, and that development shall not be carried out on the land unless permission is granted by the Local Planning Authority.
