Find out who it responsible for flooding

When flooding occurs, knowing who is responsible for managing the situation can help you get the right support quickly.

This tool is designed to guide you through a series of questions about the source of the flood water. By answering these, you'll be directed to the appropriate authority, whether it's us, the Environment Agency, or another organisation.

Simply follow the steps to find out who is responsible for handling the flood in your area.


What is the source of the flooding?

You can check this on the Environment Agency's Statutory Main River map.

Responsible party: Environment Agency or landowner. You can also call the Environment Agency on 0800 80 70 60 – lines are open 24 hours a day.

Balancing pond or Sustainable Drainage System (SuDS)

Responsible party: Landowner or management company.

Any other watercourse

Is it within or adjoining private land?

Responsible party: Landowner.

Responsible party: Internal Drainage Board (IDB) – click here to check on map.

Landowners are responsible for accepting flow in its natural state from higher land. Issues can be addressed as a civil matter between landowners.

Private drains within a property boundary or gutter downpipe are the landowner’s responsibility.

Central Bedfordshire Council can provide advice only.

Who is responsible for the sewer?

You are responsible for sewers on your property that serve only your property.

Water companies (Anglian Water or Thames Water) are responsible for shared sewers and some surface water pipes.

Is it a trunk road?

National Highways are responsible for trunk roads. Visit National Highways website

For non-trunk roads, report to Central Bedfordshire Council's Highways department.

Is it an unadopted road or private driveway?

Responsible party: Developer or landowner.
